EL PASO — Federal prosecutors have rested their case in the Chilo Madrid trial. Madrid is the former CEO of Aviliane, a non-profit substance abuse counseling agency. He's accused of helping bribe several El Paso County judges, as well as embezzing federal funds granted to the Border Children's Mental Health Collaborative, a county run organization.Madrid's trial began nine days ago. The defense will begin calling witnesses on Thursday.
