AUSTIN — States must decide by Friday whether to create health care exchanges.
Governor Rick Perry has reaffirmed that Texas will not implement a "state-based" online marketplace for Texans to purchase medical coverage.
That means the federal government will have to roll out the program for Texas instead
by 2014. Every state must have an exchange, whether it's state run or federally run, as stated in the Affordable Care Act.
Seventeen states and the District of Columbia have established state exchanges so far.
