EL PASO - Representatives agreed on a compromise after deciding not to appoint a citizen's review board to investigate the city's utility companies.

After representative Beto O'Rourke made the motion, council voted unanimously to hold public hearings once the city, state, and federal investigations are complete. At that point council members will decide if any ordinances need to be amended or created to prevent another crisis from happening. The public will be invited to speak as well.

"We present the findings from those investigations, and we have the utilities there and we ask them the tough questions that need to be asked," O'Rourke said.

The city is also sending legal representation to Public Utility Commission meetings in Austin, where they are conducting a state investigation on the crisis.
