The Obama administration has released a report that claims a plan to expand and make a research tax credit permanent, will support 1 million workers.
The proposal is included in the president's 2012 budget, and has broad support among businesses and both parties.
It's one of the few areas where Democrats and Republicans in Congress agree, but the cost to fund the credit is causing concern among those who want to prioritize balancing the budget.
