President Obama has signed a 9.7 billion dollar spending bill to cover flooding insurance claims by victims of Hurricane Sandy.
The bill increases FEMA's borrowing authority. FEMA has warned it would run out of money without extra funding from Congress.
The White House said that more than 100,000 flood claim payments would be delayed without the new spending bill in place
