El Paso Police seek assistance finding registered sex offender

El Paso Police are seeking for the public's help locating a registered sex offender who escaped the West Texas Behavioral Health and Treatment Center. The offender, 22-year-old Julius Cesar Rosales became a registered sex offender in February, 2013 following an incident that took place in 2010.

As a registered sex offender, Rosales has a duty to notify law enforcement of any changes of address. He is also required to report in person to the Sex Offender Registration and Tracking Unity (S.O.R.T.) every 90-days.

Members of El Paso Police Department's S.O.R.T. unit discovered that Rosales had absconded on July 13, 2013 after conducting an address check. Rosales is described as a Hispanic male, 22-years old, 5'6", 150 lbs., black hair, brown eyes, medium complexion and a tattoo on his right forearm.

Anyone with information on Rosales' location is asked to call Crime Stoppers of El Paso immediately at 566-844 (TIPS), online through the Crime Stoppers website, or you can text a tip to CRIMES (274637) with the keyword "CRIME1" (no space, and include quotation marks).

Your tip will remain anonymous and, if your tip leads to an arrest, you can qualify for a cash reward.
