El Paso, TX (KDBC) — The El Paso Police Department's Financial Crimes unit have arrested a man they say has a record as a white collar felon in the Borderland.
Mario Cecilio Rios, 61, who is also known as Silverwolf was arrested on Thursday, October 10 after an investigation revealed he was responsible for absconding with a $10,000 check from a victim in exchange for a construction bond.
Detectives learned that Rios was representing himself as having clout with local area Native American tribes and having the ability to obtain construction contracts to build properties on various reservations. In this specific case, Rios obtained a $10,000 check from the victim with the explanation that it was the cost of a construction bond to build 600 homes in Truth or Consequences, New Mexico.
Rios has been operating under the names United Tribal Nations, Inc. and Silver Wolf Enterprises LLC. Neither of which are currently registered in Texas. Detectives have been unable to locate any Native American tribe that admits to doing business with Rios.
Rios was arrested and has been booked into the El Paso County Detention Facility on a charge of Theft over $1500 and less than $20,000. His bond was set at $30,000.
