EL PASO, TX — An El Paso man has been charged with his third DWI.
Officers said Joseph Smith was in some type of car crash Friday night. They found him outside of his car in a parking lot on Gateway West and Lee Trevino.
Officers said he was drunk and he was taken into custody.
