Ethics Commission Chair reportedly abused his underaged, female relative for five years...

EL PASO - We first told you over the weekend about the arrest of Ethics Commission Chairman and former EPISD teacher David Chavez.
The 63-year-old Chavez chairs the most powerful ethics commission in the state. We now know that the victim in this sex scandal is a female, underaged, a relative...and pregnant.
According to the arrest affidavit..."the abuse began when the victim was ten and continued to age 15." The affidavit says "the victim stated that this would occur approximately two times a week." "The victim is approximately three to four months pregnant." She claims Chavez never used a condom.
County Commissioner Dan Haggerty says these accusations contradict the purpose of the County's Ethics Commission.
"The Commission has had such a difficult time existing and trying to come forward as a legit group of people that will be doing something worthwhile and then this sort of thing happens and it's just one more nail in the coffin if you will as to the hopes that we had for the Commission or the Board of Ethics."
Haggerty says the Civil Service Commission appointed Chavez to his position... at which time he filled out an application with the County's HR Departent and underwent a background check through the Sheriff's Office. His record turned up clean.
"They would each give us one or two people to choose from and we interviewed so he was selected by us, but I got to tell you I wouldn't know the man if he walked in the room."
Chavez notified the County's HR Department last thursday of his intent to resign...without revealing a reason.
Haggerty says Chavez will maintain his seat until the Civil Service Commission nominates someone else to head the Ethics Commission. Commissioners will make the ultimate decision.
